       Get DICT_VALUE based on attribute name and integer value number

PARAMETERS
       rh     a handle to parsed configuration.


       value  the attribute value.


       attrname
              the attribute name.


RETURN VALUE
       the full value structure based on the actual value and the associated
       attribute name.
