       nvme_init_get_log_cmd_effects - Initialize passthru command for
       Commands Supported and Effects

SYNOPSIS
       void nvme_init_get_log_cmd_effects (struct libnvme_passthru_cmd *cmd ,
       enum nvme_csi csi , struct nvme_cmd_effects_log *effects_log );

ARGUMENTS
       cmd         Passthru command to use

       csi         Command Set Identifier

       effects_log User address to store the effects log

DESCRIPTION
       Initializes the passthru command buffer for the Get Log command with
       LID value NVME_LOG_LID_CMD_EFFECTS.
