The \fBdifftime\fP()  function returns the number of seconds elapsed between
time \fItime1\fP and time \fItime0\fP, represented as a \fIdouble\fP.  Each time is a
count of seconds.

\fIdifftime(b,\~a)\fP acts like \fI(b\-a)\fP except that the result does not
overflow and is rounded to \fIdouble\fP.
