       atomicCounterIncrement - atomically increment a counter and return the
       prior value

PARAMETERS
       c
           Specify the handle to the atomic counter to increment.

DESCRIPTION
       atomicCounterIncrement atomically increments the value of the atomic
       counter c and returns its prior value.
