DESCRIPTION
       Draws an outlined ellipse.

       Parameters:

       o cx, cy - Center of the ellipse

       o rx, ry - Radii of the ellipse

       o color - Color of the ellipse

       o thickness - Thickness of the ellipse, pass <= 0 to draw a hairline
         ellipse
