DESCRIPTION
       Return an ALLEGRO_COLOR(3) structure from HSV (hue, saturation, value)
       values.

       Parameters:

       o hue - Color hue angle in the range 0..360

       o saturation - Color saturation in the range 0..1

       o value - Color value in the range 0..1
